Who is this guy, and does he have half a chance against Williams?

He's a beltholder at 154 who only got his belt through a robbery, and no, he doesn't have much of a chance. Phillips is very average for a three-time beltholder. Despite having won a belt three times, his best wins are the robbery against Spinks, a win over shot Julian Jackson, and wins over Bronco McKart and Carlos Bojorquez. He's always struggled against quicker and longer fighters, and Williams is both quicker and longer than Phillips, and even at that, his best days are long behind him.

He also fears Dzinziruk like the rest of the division.

But really, he's average. That robbery against Spinks was disgraceful.

    Pretty much.

He lost to Spinks and was given the decision through some sort of abomination. I struggled give him 3 rounds in that fight and I hate Spinks.

I fail to see why MORE corruption in boxing is a good thing.
