Arum stated long ago he would love to have Bradley in his stable and he'd be able to build him into a star. Being on Pac's undercard could be the start of that. It doesn't automatically mean Pac-Bradley is next. Bradley is not ready for Pac, he is not known, and the risk of it flopping would be high, which Arum can't afford now that Pacquiao is commanding 25 million dollar paydays. I think Arum would prefer a Cotto rematch before a Bradley fight, which is what Cotto wants next before retiring.
