Later in the interview, he told Ben Thompson that Manny has promised that he will do it his (Ariza's) way next time. So it does seem that recebtly there had been a deviation from the usual training regimen. I also think he's more focused on his political aspirations than his boxing career. The hunger and fire isn't there anymore.
Funny Video! About the training, I also think the change in training is probably a major reason for the lackluster performances against Mosley and Margarito. I remember in a previous 24/7, Manny, after having performed an Ariza drill, commented,"It's hard." So maybe he did not do it as much while he prepared for the past two fights.

I don't think they're making an excuse, as they don't really talk about it much. It was only in that interview where it was mentioned. I think they just wanted to see why things did not go as expected. Anyway, Pacquiao's next fight would probably answer the question of whether he is already in decline.
