If we put people in the HOF on what impact they've had on boxing, yes. If it's a humanitarian thing, no. But it's his impact on the sport. You can't talk boxing in this century without talking Don King.
Should be in the Hall of Shame instead, but he'll probably get in. While no one has done more to rob fighters blind, exploit them, and contribute to the corruption of the sport via bribery and ratings fixes, few have done as much to put together great cards and such.
He should. His contribution to boxing is something rather unmeasurable, other then the fact that he's helped in making big fans of all of us. And he's made some of the biggest fights ever. So, personal issues aside, he should.
