well it all comes down to location and star power. guys like Mayweather aren't going to take part in this if all they are going to receive is $40K a fight. But say a guy like Randall Bailey or some of those regional champs from poor countries? $40K a fight is a ****ing gold mine, especially if they get on TV in the process. What I think their plan would be is to have regional(North America, Africa, Europe, etc.) or Combined Regional(Oriental & Pacific, EMEA, Americas, etc.). Have a stage of say 8 there then have the winners of the regionals face each other. So the tournament would look like Americas: NABF Champion vs. Continental Americas Champion CABOFE Champion vs. FECOMBOX Champion FECARBOX Champion vs. WBC Latino Champion WBC Youth International vs. WBC Mundo Hispano Repeat for the other regions Americas Regional Vs Europe-Africa Regional Asia Regional vs Oceania Regional It would be like a poor man's NCAA Championship.
I guarantee you that almost every decent name opts not to participate. While it might end up making some good fights between guys who otherwise wouldn't get them, and it might end up making a few new champs, I doubt that even half the guys they want to participate will participate.

Stiverne Banks Welliver Rodriguez Ortiz Lawerence Fury Molina Wach 8 of those guys would be the tourney. Arreola will eventually drop out of the WBC before this even starts. He will face Wlad straight after Mormeck IMO. Vitali will not participate in this tourney. Chauncy Welliver will likely be the #1 seed as the only guy with 2 WBC regional belts. Dimitrenko will be in with Helenius next and will not participate in this tourney. Another wild card to the tourney may be Odlanier Solis who just got reinstated to WBC #14 at the convention. If he can get a strap before May, he's probably in.
