I don't believe contracts have been signed yet, but the fight being at 154 has been said a number of times from Cotto and Mayweather. Here is an actual article about the weight though.

Floyd Mayweather's fight with Miguel Cotto on May 5 took only about two weeks to pull together and offered a full concession by the Grand Rapids native to fight at the Puerto Rican star's preferred weight.

Mayweather-Cotto will be for Cotto's World Boxing Association super welterweight title.

In addition to Mayweather fighting for a WBA title for the first time he has fought almost exclusively for World Boxing Council titles, save for a 2006 fight when he beat Zab Judah for an International Boxing Federation title he never defended it marks only his second fight at 154 pounds.

The first was his 2007 win over Oscar De La Hoya, who dictated the weight division.

This time, it was Mayweather who wanted the fight at a heavier weight, according to Leonard Ellerbe, CEO of Mayweather Promotions.
"That's one thing Floyd make perfectly clear to us," Ellerbe said. "He didn't want to fight him at a catchweight, he wanted to fight him at the weight. Sometimes, you don't get full credit when you fight at a catchweight. Floyd wanted to make sure Miguel was comfortable."

Mayweather agreed once previously to fight at a catchweight, in his 2009 comeback win over Juan Manuel Marquez, then angered many by not making the 144-pound limit. Mayweather weighed 146 for that fight, and paid $600,000 of his purse to Marquez for doing so, as part of a contractual arrangement that required such payment, at $300,000 per pound over 144, if either fighter came in above the catchweight.

Cotto also fought at a 145-pound catchweight in his 2009 loss to Manny Pacquiao, his lightest weight in more than three years at the time that bout occurred. He has fought in the 154-pound division since then.

"He was a dead man walking when he went into the ring," Ellerbe said. "The casual fan doesn't know what difference one or two pounds can make when a fighter is already down to weight. Fighters know."

Cotto's only other loss was a 2008 fight against Antonio Margarito, whom he was handling easily, until the Mexican's punches systematically broke him down and caused the fight to be stopped in the 11th round. The following year, Margarito was caught with loaded handwraps before a loss to Shane Mosley and hasn't looked the same since. Many, including Ellerbe, contend that wasn't the first time Margarito had loaded gloves.

"We already know he was in with Marga-cheato the first time, with loaded gloves, in my opinion," Ellerbe said. "Miguel, he was the only one in there and the only one who knows, but you look at the damage that was done, and Margarito is not a puncher like that."

A Mayweather-Cotto fight was proposed earlier in the last decade, but never materialized, when both were promoted by Top Rank. Ellerbe said he believes Top Rank blocked that fight to avoid pushing Cotto into a loss.

"I think when they were with the same promoter, Miguel always thought, in his mind, that he wanted to fight Floyd," Ellerbe said. "He's in for a rude, rude awakening."

I am a fan of both guys and for anyone not to realize that it has been Arum that has not wanted this fight to happen for the past few years (especially given the events of the past few months) is a complete fool.

Can we all agree that Mayweather-Cotto @154 is an excellent and intriguing match-up, regardless of what match-ups are NOT happening? Haven't we learned as 'real boxing fans' to be thankful for what we get instead of complaining about what we don't get? Yeah, yeah, silly question i know.
