I don't see how anyone could see this any other way. Mayweather offers a mere 40m for a fight expected to make over 200m. PAC is the bigger international star. Mayweather is big in the us and Canada and nowhere else. I live in the uk and have lived around Asia and both markets are more interested in pacquiao.
