He was fighting @minimum weight and light flyweight at the start of his career, but he was only 16 back then.. Fair enough, only one division over his natural weight.. But my point is that it isn't suspicious, that a 33 year old fighter with 50+ fights, who relies on speed, power and pressure to win fights, is declining.
