Every fighter who is licensed to fight in any country. If fighters aren't licensed then they shouldn't be allowed to fight. It could easily be done if boxing woud just get its act together. I mean if its done in law enforcement why can't it be done boxing.

That's fantastic, and perhaps they are correct. But as of now there isn't a blood test for EPO. They can detect things that indicate the use of EPO in blood samples, but if they find that **** they will do the urine test to verify, anyway. The only problem with boxing's current drug testing is the infrequency of its tests, not the methods. Year round random urine testing would eventually catch everybody that's using a detectable PED. The only current PED for which there is a blood test and no urine test is HGH - and the test that they use for it is ludicrously unreliable. They are working on a urine test for HGH at this very moment.
