Have you actually read what the rules will be? Mayweathers and co. won't be eligible, the only pro boxers allowed will be ones who are only associated with the yet to be developed APB organisation. Any boxer who has fought for WBA,WBO,IBF etc. will not be eligible.
Maybe try learning to read the whole article instead of just the headline..
