Indeed, and they've made it pretty clear they won't rank him anytime soon. That's the biggest reason the Vitali fight is off the table. It's funny to see how fans want to see a lesser (their favorite) fighter holding a title so they can call him a 'world champion'. I don't know what the WBC's solution will be if Vitali retires, but there's a huge chance there will be a pretty beatable fighter walking around with the belt afterwards.
But any tournament arranged to crown a new champ would be filled by the highest ranking available contenders, and not by untested, unranked prospects. In the end, you'd still be watching the same fighters that have already lost to the K Bros...essentially guys that bore you. Haye is the best heavyweight outside of the Klitschkos (by a wide margin). I think they should just match Haye with the highest ranking available contender, with the winner replacing Vitali.

I'm sure they will have their #1 and #2 fight for a vacant title then have that person face Wlad. I can't imagine Vitali leaving without a negotiation with the WBC that gives Wlad a shot at the belt within a 12 month time frame.
I'm not saying he's worse, just that he's not ranked the WBC won't sanction a Haye fight, so he won't get the shot, Wlad also made it clear he's got no intention of rematching Haye maybe Haye can get a fight with Povietkin for that toilet paper-belt and his fans can call him thier 'world champion'
