Pacquiao didn't look slow at all. His mistake is he telegraphs his straight left and relies on that one punch as his only real power punch. Without the straight left he has no chance against Bradley or Mayweather because his jab is pathetic.
testing is not the problem. it would be typical of Mayweather to finally take the fight knowing Pac is past his best, but the money could still be an issue. Pac as faded as he looked physically still visibly hurt Bradley a few times in the fight and Floyd might still see it as too much of a risk knowing he has faded aswell
