Why doesn't every state commission use USADA

I genuinely believe that as a standard procedure, all state commissions should commit themselves to USADA in order to eliminate cheats from the sport full stop. Personally I believe WADA's 24/7/365 testing would be more effective, but random blood and urine testing throughout training camp's would be a good start.

Nonito Donaire is the first athlete to commit himself to VADA's 24/7/365 testing. This program was initially suggested by Victor Conte when he claimed that athletes were still capable of beating the system as they would steroid abuse between competitions.

I'm a little disappointed in Manny Pacquiao, however, for the obvious fact that he's against random blood and urine testing. Despite all the **** Floyd Mayweather gets, he's done something that Manny Pacquiao has not even the courage to do - to bring awareness into the sport.

So, isn't it time the state commissions start to implement these anti-doping programs?
