Paulie wins. If anything he's improved since the last fight and Hatton, well it's hard to tell what he has left if anything.

Malignaggi takes this one in my opinion Ricky has been in too many wars, he body has decayed after so many years of blowing up in weight His chin has gone after so many wars in the ring, combine that with ring rust and I don't think Rick has a chance against a rejuvenated Magic man

Paulie wants it, he has to drop his belt. Ricky doesn't deserve a title shot after such a long time off.
Paulie has improved while Ricky has been out of shape for a couple years. Ricky could come back at at a higher weight but he needs serious conditioning and several tune up fights before he takes on someone at the B+/A level. Still, I think Ricky could come back and own 140 if he puts in the work and the time and does it properly.
