Pacquiao by KO. When the fight happened in 2011, Mosley was very weary of Pacquiao's power and chin, as well as the skills and speed. At this stage, before Cotto, people couldn't really gauge how much power Pacquiao had. Mosley would have been much more open, coming forward throwing his bombs and Pacquiao would have blitz him. Cotto took the bullet and after than everyone feared Pacquiao's power and became very weary of it. Only one that tried to fight, had his career taken from him.

The Mosley that fought at 135 and beat De La Hoya would definitely beat Pacquiao. After losing to Forrest, his approach to fights had changed drastically. It seems like everytime something doesn't come his way he starts to resort to punch and grab tactics. That's it.
