Another part is making all your mandatories on time, which Wlad has been impressive in doing, especially since he isn't Mexican or Panamanian, and thus must actually fight his mandatories.

Because Mexicans especially have had the rules bent and outright broken for them many time by the corrupt WBC. There are really no notable Mexican heavyweights so the Klits have little to wirry about. They're also the biggest earners in that division so the orgs don't want to see them go either.
