Of course you can never rule PEDs out completely but imo the difference isn't all that big.
He was at about 10% bodyfat for the Fedchenko Fight and looks to be around 6% for the Pac fight.

For someone who is around 140 that would mean losing 5.6 pounds of fat, an easy task if you have over 4 months to get it done,
