    True! But it can be requested @ anytime by any State regulator, other than South Australia where it's compulsory

    What fight? I'm confused and when i get confused i start to babble like the time i was at that concert and the music was so loud and the lights kept flashing and there were many people and all of a sudden this is not my coconut that kept me out of jail
