I've been using a weighted head band which I like because I can work it 4-ways, I had to get that shipped from america though. I havent used a harness, but you can use a homemade version, wrap a towel through a weighted plate or KB, bite the towel and work the same motion you would with a harness. Best thing for the neck is light moderate weight high reps, in my experience anyway. Doing some db shrugs is beneficial too.
Yah, but you know what works better?.... ROCK JAW....neck and jaw strengthener. It's a cheap mouthguard with a string attached to a sack of rocks. Proof that sports science has come a looooong way.
