The Ring ranks JMM #2 and Guerrero #3 at WW so why is this fight for the title?

no they altered it enabling #1 - #3 being able to fight for it in case a fight with #2 does not happen

 

Oscar owns ring magazine, obv he was going to put it up. It doesn't mean anything.

 

I'm fairly content with this considering Mayweather has already beaten Marquez and Marquez expressed his desire not to fight Floyd again.

 

Look who owns the magazine, bottom line Ring Title has lost all Merit the day Oscar bought that magazine...

 

Because Mayweather already has a victory over Marquez and currently JMM doesn't actually hold a major belt, although I most certainly won't hold his most recent dramatic bonejarring knockout victory over Pac to a lesser regard either.

That's one way of looking at it, and to an degree an acceptable one.

The weight debacle though somewhat undermines proper recognized ranking.

Furthermore, JMM has since recovered from his loss to Floyd and has a better win on his 147 lbs resume than does Guerrero which is supported by The Ring's rankings. I don't see why Floyd's previous triumph over JMM (if in fact it's the official reasoning) should ultimately dictate the current ordering.

 

Ring title or not, Floyd has multiple claims to lineage.

If I'm not mistaken, the last person to win the WW ring title was Mayweather, and of course has never lost. So that title really already belongs to Mayweather anyway. He has a couple of lineal claims as well. None of that really matters, as everyone already considers Mayweather as the best fighter at WW. Guerrero would have a legit claim to that distinction should he win.
