Of course it does! Haye made it clear for months that he wanted Vitali yet he was nowhere to be seen yet as soon as Haye announced he was fight Charr Vitali comes out of hiding to announce his fight against the latest nobody! It's laughable.

Haye is a bigger money fight than Stiverne and will look a much better name on Vitali's paper this resume but he doesn't want any of it. So not only is he a drugs cheat and a quitter he's now a ducker too.
