Its moreso your bone structure etc (born) but also technique and muscle strength in generating force. Fighters like tim bradley rippes to bits but have poor power punching technique as was seen when he waa taking advice from.hearns.

Born. You can improve it by working on technique and strength but RAW power. No you are born with it. It's just like speed, you're either fast or not.
Both, some are born naturally big hitters and strong. But going to the gym getting stronger helps ala Marquez
90% Born and 10% made. You may add some power to your punching and mostly to improve the technical issues for landing a power punch, but it's impossible to become a puncher from nothing. There are way of examples.
punchers are made. Being strong is a little bit being born, but most strong guys who lift weights are not boxer. I would put it at 60 made to 40 born. It could be 50/50 but I still think technique is taught. Hearns had something like 8 knockouts in 163 amateur fights, yet then had a record of 32-0 30 knockouts as a professional.
If it is indeed made, we should've seen either an entire stable of fighters (following a uniform training method that increased their power) or almost everyone else who trained that can KO anyone with one punch. But no, not everyone can land from odd angles and take a guy out like Hamed does. Or just be brutally powerful that a clubbing blow can take a guy out like Foreman. It's inborn, but it have to be improved by technique and training.
