Foreman said this in the Jones-Ruiz match, not because he's an idiot but because in a Ruiz fight the ref is so extremely important much more than for a normal fighter. Ruiz fights in such a way he bends to rule as far as the ref lets him go, and Foreman just wanted to say how extra important the ref is in a Ruiz fight as it can mean the difference between a wide UD for Ruiz or a wide UD for his opponent. If you don't know the context, the quote just looks stupid, but Foreman didn't say it out of the blue so it's not really a stupid citation in the end.
