Panama has had Roberto Duran, Eusebio Pedroza, Ismael Laguna, Ernesto Marcel, Panama Al Brown, Hilario Zapata, Luis Ibarra, Alfonso Frazer, Anselmo Moreno, among several other former title holders. There's about four or so all-time greats amongst the aforementioned fighters, with a couple others being hall of fame quality.

I'd say Panama has produced greater fighters than the Philippines.
