whos willing to pay the best sanctioning fees. hence why Hearn always has fighters highly ranked in the IBF and he who shall not be named always has fighters ranked highly with the WBO

A few factors. The main one being the relationship the promoter of the fighter has with the organization. Then factor in things like nationality. Look at the WBA rankings for arguments sake and you will find a bias towards Latino Countries. There is historical reasons for that (basically the WBA was an American (USA) organization in the 70s, that had an internal 'coup' leading to its Latin leanings).

I think casual fans are not surprised. Look at the press for the Burns fight. Most are praising Burns (rightly) for gutting it out with his injury. Most casual fans know the right fighter, not the 'right' fighter normally wins. It is the hardcore fancy that are going over the top in 'mock' horror as far as Burns/Beltran goes.

If a fighter has a sanctioning bodies international or silver belt, they get a higher ranking with that body also.

Remember Lee Purdy had the IBF international belt and was in the top 10 I think.

There is a documentary which has footage of Don King bribing the IBF to get people up in the rankings over th phone as well as getting people into mandatory positions. This is pretty much what every promoter has to do.

The sport of boxing is a joke.
The sanctioning organizations, the rankings, the ringside judging ..... it's nonsense. Corrupt nonsense.
