A combination of achievement (resume and win ratio) and the 'eye' test.

    More emphasis on the former.

Missed way too many fights to be an ATG. Sorry. His resume is littered with woulda, shoulda, coulda by his fans. Left way too many unanswered questions when you compare him to other legit ATG's.

ATG's fight most everyone who is available to them. Ali did that, SRR did that, Pep did it, SRL did it, etc. Jones DID NOT do that.

thomas hearns had a shaky chin

    is he not an atg?

citing that as a criteria for being an atg is as arbitrary as holding a fighter's left pinky toe size against his ability to fight

hold on why am i responding to you, you're a ****ing ****** troll.

An legitimate ATG needs pink or red tassels on his boots.

The only exemptions from the tassels requirement are :

    1. Fighters who grew up in hobo jungles.
    2. Shaven headed black fighters.
    3. Fighters who change their name to something with "Muhammad" in it.
    4. Fighters called Sam, Tiger, Kid or Battling.

*exemptions from tassels are also made if a fighter enters the ring without socks, but in every such case the boots must be black.
Non-black boots require tassels regardless of whether socks are worn or not (unless the fighter is exempted for any of the 4 reasons above).

Where are Charley Burley, Cocoa Kid or Holman Williams on SRR's resume?
