Technically it had not reached a ten count, but Loughlin exercised his judgment with Cázares looking away from him and not reacting with urgency at "nine". Good stoppage. Cázares' own fault. Absolute peach of a shot.

I don't think Loughlin said ten. I think he said nine and Cázares remained complacent and looking elsewhere, so Loughlin decided "Fine, the hell with you, all over..." ...but you're right, better stoppage than Chisora vs. Scott was.
