This division looks a right mess. Top 6:

Rigondeaux - WBA Super, WBO - can't get a fight
Donaire - was fly, then was cleaning up the division, lost to Rigo, now fighting at feather
Santa Cruz - WBC with a weak record
Frampton - should already have IBF, should now fight Santa Cruz
Martinez - IBF after Frampton avoided
Quigg - WBA Paper champ - fighting Cermeno, a guy who has only won 2 of his last 6.

Incidentally, Cermeno's last loss - against Bakhtin, another unbeaten and avoided fighter.

A mess that heavyweight would love to have.

There are, I agree, but they aren't at all up to the quality of the guys at super-bantam, or as big fights. Still fascinating fights for the fans and intriguing though:thumbsup

Why is that guy the mandatory with such a poor recent record?

I can understand the OP's point, the fact there's 4 'champions' is a nonsense in itself.

Obviously you want the best fighting the best but unless there's a super 6 style tournament it probably won't happen. At least there's some exciting fights that WILL get made so I suppose something. ;)

He's the mandatory because he's the interim champion and he's no less credible than cazares really. I expect quigg to do something similar to what frampton did last night although I think it may take longer as quigg tends to start cautiously and is more calculated. I think the time has come for frampton, quigg, lsc, Martinez and rigo to start fighting each other. Even Galahad, salinas too. The younger hungrier more talented guys need to fight each other now

I think it has the chance to be an exciting division if the Super Bantams decide to fight each other. Donaire will not fight at Super-Bantam again he will concentrate on Featherweight so he is out of the picture.

WBA Super and WBO - Rigondeaux he can't get a fight for a few reasons. He is a class above any super-bantam in the world. He also is not an exciting fighter and without the backing of HBO now there is not much money in figthing and risking your world ranking/championship. I feel he should move up to featherweight. Gonzalez is someone who holds the WBC Featherweight whom is an easy first fight at the weight.

IBF - Kiki Martinez - Lets be honest he was given the shot at the championship even though Frampton destroyed him. Sounds stupid to me to be honest. There is a couple of fights for him but depends who he looks at. Unifying with Quigg could be an option for Martinez.

WBA Regular - Scott Quigg - He has some huge opportunities if he beats his opponent in his next fight. He could look at Martinez to unify the championships which could be a good money builder if Frampton beats Quigg.

WBC - Leo Santa Cruz - Frampton v Santa Cruz seems set in stone and the winner will move on to bigger things.
