I think it's mainly fan boys of drug cheats who've been caught out (cough Toney, cough Jones and so on) that are desperate for PED's to be legalised so their boy's cheating can be justified to some extent.

I guess there's a bit of the Pacquiao mob fueling it as well who want to defend their guy dodging / negotiating on drugs tests as well.

Either legalize PED's so every athlete is on an equal playing field or ban everyone who tests positive for life, no exceptions. The testing would have to be done on a random basis. Anyone who refused or made excuses to avoid testing at any time is banned for life. Might be easier to let everybody cheat equally. There is no painless or easy solution to drug abuse. Some guys will always find ways to best the latest test while other less sophisticated fighters will be caught the first and maybe only time they cheat.
