It's possible to become top 10 ATG in today's boxing world. If Pacquiao knocked out Morales in the first fight and then knocked out Marquez he would probably be top 10 ATG.
Barrera, Morales... Beat Marquez 2 times before the loss, and was about to score the ko himself. It wasn't like Marquez dominated. Mayweather is undoubtedly (way) closer to his prime self than Manny is at his. Perspective, my friend. With that said, I still put Mayweather above Pacquiao. They're right next to one another though.

If Pacquiao knocked out Barrera, Morales (1st fight), Marquez (1st, 2nd fight) he'd have three knockouts of prime ATG's. That would be a top 10 ATG fighter.
Believe what you want. No modern fighter will break into the top 10 ATG list by anybody who has an opinion based in facts and objectivity.
He ducked Floyd for FIVE years over testing. His PPV dipped to < 300K and he had to take the test. It's clear as day why this fight didn't happen. Manny without PEDs maybe doesn't make the top 25 of his generation let alone ATG.
Still comparing Mayweather to Pacquiao. I thought it was clear who the better fighter was. Get over it and start looking towards the future of boxing. Mayweather is the best of this era.
But he didn't knock them out, if De La Hoya knocked out Mayweather, Pacquiao and Hopkins he'd have one hell of a resume.
