You can take into account length of reign, who the title was won against, who it was lost against etc... No regular titlist, no interims, - only the WBC, WBA, IBF and WBO full champions can be considered. Shoot!
In terms of his actual defence it'd be hard to think of anyone whose performance was worse than Barker's.
I like Cleverly, but his WBO reign leaves a lot to be desired, some poor defences, Shawn Hawk for instance... Lol

Gavin Rees? was a pretty uninspiring world champion and won the belt against an overrated French fighter. Alex Arthur Possibly Paul Butler, based on the fact he won on a razor thin decision against Stuart Hall - after a diet of facing South American nobodies. Enzo Mac, had power but whenever he stepped up he got knocked out, his win against Braithewaite was the only one that looks great.
Jasons Matthews??? That's a bit harsh. Knocks out Ryan Rhodes in two rounds, then goes on to fight a very good fighter is not a bad fighter. Richie Woodhall was worse, beats an ancient Malinga, then loses (really) to Catley and his only legitmate defence is against the fat Italian who everybody beats.
