Norton by TKO. He's just a more accomplished fighter than Williams, with better wins than Williams managed. It's true Norton was vulnerable to punchers so maybe it ends quickly, but Big Cat was vulnerable too and it didn't take an all-time great to derail him.
Norton was the better fighter and Big Cat did not show power once he moved up in class so I think Ken Stops him. Norton had his flaws and could be stopped by a pressure puncher but Big Cat lacking in technique and that is primes

Bobick was a sucker for an overhand right, Quarry was finished at that time and Cobb, though tough as nails, was an arm puncher.
Williams had **** defense, weak chin and while those other guys were hardly elite, their power was on par with Cleveland's..
Williams is far from a Shavers... who stopped Norton when Norton was well past prime. Shavers actually stopped name fighters like Young, Ellis, Bugner (cuts, but he did drop Bugner in the 1st), and Norton. He rocked the shlt out of Ali and dropped Holmes. Norton looked good in many of his stoppage wins like when he stopped... Clark, Kirkman, Quarry, Garcia, Lovell (that's right, Spider Rico), Stander, Middleton, Bobick, Zanon, and even Stephens. Quarry was past his best but I doubt it would have mattered much.
Tex Cobb was never a puncher Quarry was a decent puncher but was past it when he faced Norton ,Bobick beat who? .Williams stopped Terrell, who else did until he was finished? Williams beat Zech, Daniels, Rischer ,Richardson all as good or better than Cobb and Bobick , and drew with Machen who, when an old man beat Quarry.
Norton likely wins, but when you match two guys who can punch and neither of them are known for taking a big punch, anything could happen
Zech, Daniels, Rischer, Richardson and a green Terrell weren't elite fighters.. And terrell improved for their rematch. Cobb, Bobick and Quarry weren't super punchers but they arguably were on par with Williams.. Quarry was sliding but at 29 years of age and with his best year of boxing not far behind him he was still relevant in the division.
The man could crack. But I don't see a solid argument being made for him being an elite puncher. Twenty men survived the distance with him throughout his career and a fair number of the ones who didn't were either cruiser weight sized opponents, has beens, green prospects, journeyman or tomato cans. Was he a better fighter than guys like Bobick or Cobb? Probably. But I'm not convinced that he hit any harder than those guys and even if he did, I think we're talking marginally.
