Only if he's forced to. He should be given the same allowances Klitschko was given, regarding arrangements for mandatory defences. But it all boils down to who the corrupt sanctioning bodies want to work with.
I don't see why he would have to. He was mandatory at the WBA and WBO, Glazkov is probably fighting Wilder, so there won't be an IBF mandatory either. Fury has at least 2 optional defences (one of them will be the Klitschko rematch of course).
