Quilin got demolished in 1 round. He's a joke. Korobov was an unproven hypejob. Doesn't matter that he was unbeaten, his resume was ****. That's like saying Macklin's win over Russ is good because Russ was unbeaten at the time. Lee also failed to put away Fitzgerald (and struggled with him) and went life and death with journeyman Frank Horta.
Any list that does not have Fury at 1 is pointless, He beat the unified decade long champion in his back yard and one of the top 5 p4p fighters in the world, No other Brit fighter currently has a win half as good.
