For me he is in the top 30, easily, and could be argued for higher. That sounds low, I am just not sure how to rank people like that because there are so many great fighters. Think of the divisions etc through history. 8x weight division means a little less than it might because of the plethora of titles and many divisions available. However, head to head, on a given night he could beat anyone from 122 - 140, although he could lose to a lot of them on a different night, too. Point is for those weights, he would have a shot against anyone, and probably a better than even money against most. You would be hard pressed to find someone that you could be sure would beat him, and in a series, he would always get his licks in. That's something pretty special. I think once you get up to the 147+ pounders, the fighters are just too big, the greats, I mean, would be too much. I cannot see him matching well with Leonard, Hearns, Robinson, Basilio, etc. but I would not count him out against them, for sure. Would have loved to have seen him fight Aaron Pryor, JCC, Duran, Arguello, Chacon, Boza-Edwards, Limon, Benitez fighters I grew up watching, and I would say he would have a shot at any of those guys. Realistically, once you're an ATG which he is, is there any point ranking them? What discernible objective reasons can you give for his career being better or worse than say Sugar Ray Leonard? Or even Sugar Ray Robinson. We know what it took to beat Pacquaio, because we saw him lose several times across his entire career most of the weight classes he spent more than a fight or two at. That to me indicates he's more beatable than some of the other guys in the equation, but in the same token his impressive victories indicates that he on his day would give most people from 122 to 147 fits. I have him behind Floyd in this era, and Wlad also - only because I think staying and cleaning a division should rate just as highly as bouncing across several divisions near the end of your career, never really owning any of them (i.e Hopkins should be rated higher for his dominance at MW, rather than the belts he picked up above that)
Pac ranks all time exactly where you feel he should be. It's all subjective and strictly opinion based which means no one can be proven wrong and no one can be proven right. I have him just inside my atg standings but I really feel I have far too many atg spots. I'm starting to narrow mine down from 50 Ish fighter's to 25 only.. 25 is a good amount of atg, half the listed atg fighter's aren't truly atg level fighter's. You can have the top 25 of all time or the top 10000 of all time. Everything with this sport is subjective unless it's been proven to our eyes
