I thought it was common knowledge that everybody working with Memo Heredia is on PEDs? What's really surprising is that Bute got caught. He probably didn't follow memo's instructions to cycle off his peds correctly. This is a black mark for Memo's reputation of being a master of undetectable PEDs.
Let's just have a totally separate set of belts for PED cheaters. The promoters would love it, the boxers would love it (more belts more $$), the arenas would love it, the "governing bodies" would love it (more sanctioning money), the fans would love it, the pharmaceutical companies would love it. I say do it. I'd love to see totally bulked up, roided out boxers beating each other senseless. It would be like UFC, only better.

The belt organisations don't "run boxing". Promoters make the fights and essentially run boxing. But fights are sanctioned by commissions, and it's the commissions who conduct the post-fight tests, and have the authority to overturn results and punish offenders. There are 100s if not 1000s of national and (in the US) state commissions. In addition we have the belt organisations, but while they have their own rules about stripping champions or whatever, they are beholden to the results of the commissions that conducted the actual post-fight tests. Yes it would be something if the 4 major belt orgs got together and solidified championship policies regarding positive tests. But they are separate from the commissions, who have more authority, so it wouldn't be much of a change. If that happened it could put pressure on commissions to make changes if they want titles to be involved, then beyond fights involving the titles orgs. As much as we mock the wbc they have initiated safety changes, and the alphabets do have global reach. But it's a long shot because the title orgs are third in power: promoters make the fights, commissions then sanction most aspects, including drug testing, and the title orgs aren't essential on their own so pretty much have to fall in line if they want a cut and want to continue business.
You make sound points as to what differentiates this from the other instances. Still sticks in my craw that it can come out later that fighters were using with no real repercussion. Peterson admitted using testosterone pellets prior to the first 2011 first Khan fight. In situations like that, I'd support a NC since it wasn't the commission testing at the time who busted him. But, I think boxing is happy enough to pretend it cares about PED's in the sport to put a good front on for the fans, even if it's often toothless when it comes to actual prevention and punishment. How a guy like Memo isn't straight up blacklisted and banned from the sport, I'll never know. Also, I believe Lebedev-Guillermo Jones I is another example of a fighter who tested positive post-fight and still kept his win, as the fight still shows up as a Lebedev loss for me. :good
