If you actually looked at the facts you'd see that Russia have doped more than anyone. The 2016 WADA report had them top with the adverse test results with 148, 25 more than Italy who were the next worst offenders, UK had 35, US 34.

If you just look at failed tests during the Olympics between 1968-2010, Russia are joint 2nd worst offenders with 9 failed tests.
