Why doesn't Keith Thurman pursue Pacquiao?

Despite Pacquiao possibly fighting Horn in July, why doesn't Thurman fight Pacquiao later this year?

    As the saying goes,
"In order to be a legend, you got to beat a legend"
Thurman already has 2 belts and if he could beat Pacquiao, it would be a true passing of the torch but for some reason, we haven't really heard much from Thurman other than some tweets.

He always he's not afraid to lose his O, so why not challenge himself, go for greatness and take on Pacquiao?

well with hbo out of the way that is one less roadblock. I know Haymon and arum don't normally negotiate

Pacquiao is still the biggest game in town. unless brook beats spence and Thurman would go to England

He has a better chance at beating Pac than Spence, so he should purse him. It's the bigger money fight too.

Pacqauio just wants easy fights at this stage of his career clearly even though him and Arum won't admit it. Although Thurman could never have lived with Pacqauio up until a couple of years ago. This version of Pacquiao is well past his best so it could be a close fight.

He called him out since 2015. Pac decided to fight chris egg-roll-across the-ring, jessie vargas, and the guy who beat vargas for the 3rd goddamn time. Now he wants to fight some australian dude no ones heard of. Hes cashing out and holding the wbo hostage.

Going for Pacquaio at this stage in Mannys career doesn't prove much. Also he said numerous times he would fight Manny!

Pacquiao unifying three titles at his age would be great for his legacy. He could go over to Showtime and fight Thurman and Spence if he wanted.

This. Manny isn't the fighter he once was and he is almost 40. Thurman should keep his momentum going by fighting top younger guys such as the winner of Spence/Brook or Peterson. Manny will probably retire again soon anyway and drop the belt.

Pac would fight him but I think Arum has different plans and unless it's a huge money fight...I don't see Arum matching him with anyone out of top rank. Sucks for the fans - I'd love to see Thurman v PAC

This can be a great fight if it happens this year no later.
I hope Arum retires very soon for this fight to materialize

I totally agree. The TR options are getting thin, if Pac is serious about his career he needs to fight a good prime welterweight. A year ago Thurman wouldn't have been a huge scalp for Thurman, but now he's made a bit of a name for himself and Pac beating him and picking up a couple more titles at almost 40 would prove his greatness and seal his legacy. I would favour Spence and Brook over Pac and Thurman so would rather Pac and Thurman get it on first. And needless to say Pac's name would be huge and make perfect sense for Thurman.
