You've changed the question. You said.

"A better question would be, is Anthony Joshua the only champ to win his first belt without ever fighting anyone in the top 10"

He won his belt by fighting a top ten fighter, that answers your original question.

To answer your new question no, he never fought anyone ranked in the IBF top ten, before beating Charles Martin.

There's nobody. I spent an hour trying to find someone. An interesting feat.

    And it holds what merit?
I doubt even Joshua carers about such statistics.

I find it interesting just in the fact that in more than a hundred years it hasn't happened. Doesn't mean Joshua is an ATG or anything. But he still holds a record for the boxer to unify with 100% ko ratio. That's worth something in itself.

There are a few things to consider.
    WBC is 54 years old
WBA is 55 (it has a much deeper history but the org has changed a lot, so lets go with the 55)
    IBF is 34
    WBO is 29

And Joshua has only had 19 fights so far. In due time his KO % will drop. If he fights world class opposition, that is.
Mike Tyson, albeit not a champion yet, was had 19 wins and all KOs, before running into James Tillis.

All it is is just a testament to Joshuas power. It has nothing to do with his resume.

KO rates meh.... I prefer 12 round wars. Doubt Josh himself cares about the KO rate

Is the following statement True or False? Anthony Joshua never fought someone ranked in the ibf top 10 (at the time he fought them) prior to winning the ibf belt.

Yep to 12 round wars, key word being 'wars'.

I reckon Josh loves his 100% KO rate. A lotta people love his KO rate, thats why we watch him I guess.

There are a ton of unified champions with worse wins than wlad to get the title
