He is being promoted by the guys that promoted at some point Bute, Pascal, Lemieux (early stage of his career) and Stevenson. Beterbiev was injured for some times and follows ramadan (he doesn't fight during that period which is not great for training either). He has been in Quebec for some years now but still doesn't speak French (or English which is less relevent for the local market). All those factors make it hard for his promoter to make him more marketable and to get him in the ring. Beterbiev doesn't draw enough people in the stand, and finding him fighters cost a lot of money (who would want to go in there with that brute).

 

beterbiev was promoted fine and well paid... i bet Kovalev wasnt making that kind of money before his title shot lmao!He was raised in mandatory position in 10 fights and gym hasnt made a penny out of him.

Beterbiev is at risk of wasting his prime like David Tua did with promotion
and managerial problems. Perhaps he would be bettered being managed
by Golovkin promotion team K2 or move to Japan where boxing is booming
and even England to be managed by Eddie Hearn. His career needs a whole
reboot if he is to succeed.

True. But the fight cycle is 10 weeks. So that means he can't schedule fight until after Ramadan. Or he would have to schedule before it.
