He is TBE in the way he traditionally meant - the best at playing the boxing game. i.e getting money, increasing his longevity in the game by finding certain loopholes in scoring criteria to exploit in order to win, taking less punishment as a result of his decisions both in and out of the ring. But TBE? Nah certainly not. But he is a Tier II TBE level fighter.
