Ovviously broken homes contribute to this as well but oddly enough intact homes with two working parents also contribute due to lack of parental supervision. This occurred in Santa Barbara, Ca where I used to live. Both parents had to work in order to provide enough income to live in such an area with it's high cost of living so the dopey, easily influenced kids got raised by TV and music along with the gangs that moved in from Oxnard.
