Yes, some were past there prime or not "elite" level but its still a decent resume especially with how many weight class's he moved up.

America has alot of the High End boxers today, due to the investment + Funding + paydays in American Boxing. No point comparing a person with 300 fights to one with 50 on the amount of KO's. George Foreman had no talent/technique to the eye, but he used his advantages to win the fight. Not every boxer will have the finesse of Pep or the skill as Sugar Ray or the speed of Ray Leonard, but Pac used his strengths to build a solid career over various weights, various styles and varying level of competition.
Pac used his speed to counter punch and overwhelm his opponents. He usually just probed with the jab to find openings. Jabbing with Pacquiao was a death sentence for the average fighters. He would time it perfectly.
Name me 5 other fighters that gave hell to the likes of Marquez, Barrera, Morales and destroyed someone on the level of Hatton and Cotto. I'm talking the quality of opposition.
