Who you taking here as the better fighter p4p? Both fight in a very similar style of boxing. They use their toughness and relentless pressure to wear down and eventually overwhelm their opponent with their workrate and chin. Hurd is the naturally bigger man and they fought in different weight classes. And for their style of fighting they rely heavily on physicality so let's keep this to a p4p discussion and not H2H. It just wouldn't be fair to the smaller Margarito.
I like Margs style better even though he a cheating f*ck. Hes more technical and tighter, but its definitely too early to answer this question. Lets see what Hurd does with the belt. I doubt Hurd's record will out shine Margs. Margarito went through some lions at welter with or without the bricks in his gloves.
With his style it's probably less than you think. A guy who's defense is mostly absorbing punches on the chin. And a his offense is mostly throw until they fall down you're looking at a guy who's not gonna last much longer than 30 years old. Hurd is 27 and if he fights twice a year until he's 30 he's got about like 6-8 fights left before the wheels come off. He's beaten Trout and Lara his last two fights so he's been making them count recently. Let's see if he keeps it up.
We've seen what happened to a prime Margarita after his weapons got taken away. Doubt Hurd gets man handled by a past prime Mosley like that.

It would have to be Antonio for now. Faced Cotto, Pacquiao, Mosley and Williams losing them all with I believe 3 outta the 4 were on the p4p list at one point being Pacquiao, Mosley and Williams. Hurd hasnt fought the fights yet to be considered. His fight with Lara was excellent no doubt, but his list of opponent doesnt scream p4p. Not yet
Margo is disgraced glove loading cheat. We dont know how good he was. When he was busted he never beat a fighter of note again. Hurd hands down.
