carl was merely an elite champ, not sure he was proper unified that wba belt might have been the "reg" one but correct me if i am wrong.
carl was always outclassed by ward (unless your name is failey and then carl nearly won and took several rounds with ease lol).

In migitation, kovie was unified after catching hopkins at his worst, just at the right time, when he happened to have the belts but was clearly ebbing fast against him and Smith... literallly the first time you'd have seen hopkins looking like he was getting smashed up and helpless.

It's arguable that Kessler is wards best win.
Kessler wasn't on a controversial run of decisions like froch and beat undefeated froch a couple of fights before ward fought him.
Kessler was wba champ at the time having beaten world champs for titles. Froch only had the title Kessler vacated and kessler had a greater smw resume.

Of course he was, Hopkins had a style that he crafted that lent to longevity on the sport.....Hopkins was still potent and P4P top 3 even at 44 years old....however, at 49 I think it's a bit far fetched to say that he was as good as his late 30's and even early 40's.
