Mundine was an awesome talent. Had great handspeed, good skills and power. He also had a chin that was iffy at best. In fact I was talking to an Oz boxing aficionado who knew Tony personally who reckons that Tony Mundine himself admitted that he was only legitimately KO'd against Luis Rodriguez, all the others he basically turned it up. Whether thats true or not it puts serious doubt on whether he'd get a title in any era with such chin/heart question marks.
Just to make one list of all mentioned so far for future reference. I'll sort them into rough weightclasses. Though a lot of them fought in multiple.
When I've viewed his fights and I must admit it's not that many, he looks one of the most aesthetically pleasing fighters you could ever watch. He was obviously a major talent with good all round skills and had power. I doubted him in the reasons you gave in the last sentence.

Though I don't consider him great I'd say Yaqui Lopez. Came o' so close against Matt Franklin. Actually this is a repost.
