I doubt it .. he has skills but his mental problems will let him down eventually. hes like broner 2.0 In that department.
His best win is Pedraza and he is already close to P4P lists? The kid hasn't even established himself as the best at 130, how is he among the best in the world?

Without a shadow of a doubt he has the God-given talent, athleticism, power, strength, and good enough skills for it to happen. And I suspect he has a phenomenal chin too and all the durability needed to reach that level. But then there is the other side to this equation -- the intangibles, outside ring influences and decisions in his life, drive/desire, motivation, training team, and crowd he surrounds himself with. To be p4p #1 type special you need most if not all of both sides of the coin. Id love to see him achieve it, but wouldn't bet a penny of mine that it happens, which is a shame because he's as special a talent as one can get.
