That isn’t true. He beat ranked cruisers who aren’t well known. Also he won the Val Barker Award and had the great fight with Toney so he’s legit in my book. Foster just wasn’t a cruiser.
One Ring ranked cruiser Arthur Williams no 6. Toney beat him handily, even flooring him along the way. Jirov was a decent fighter ,Foster was a great one.
