Its definitely risky from a fans perspective. I don't doubt Canelo will fight the fights the fans want, he seems to aim for that, but not all fighters have that mentality and may abuse that rule to their convenience.
A unified champion as in they would have to be a WBA, WBO or IBF champion as well? Thats totally weird that the main condition would be that they also have to hold a title belt of a rival organisation that’s in direct competition with themselves.
I'm not sure the ABCs see themselves as competing with each other. One positive that I see is that it would free up a unified champion from fighting a B level top contender and allow him to fight another champion, or even a champion from another division.
