Originally, it would have been because VADA didn't exist, while USADA did. For any boxer, there is no functional difference between the two (except maybe the cost, which would be negligible for Floyd's fights), so there would have been no reason to switch.

USADA doesn't even drug test for boxing anymore. We know how much the WBC loved Floyd—even the WBC went with VADA for their Clean Boxing Program and not USADA.
Testing isn't free. If VADA had been contracted to do the testing then they would have been the organisation paid by Floyd. There's nothing to suggest that they wouldn't have also granted a TUE. TUEs are granted to athletes all the time. USADA catch plenty of cheats in the sports where they are actually responsible for testing. Boxing in the USA is a unique sport, in that the vast majority of boxers will go their entire career without once having to submit to a random drug test. A $5m penalty for a failed test is a joke stipulation. With the amount of money the Floyd - Manny fight generated, no-one would blink at $5m. The only reasonable response to a failed drug test is for the fight to be cancelled and the guy who failed to be banned. If Floyd had agreed to that, then there would be no incentive for either fighter to stay clean.

To be fair, if you follow their logic, by not using VADA for the Thurman fight, Pacquiao must be clean. If he were to use VADA testing, he would have to pay VADA, at which point, it could mean he is cheating.

It's totally normal for a guy to have IV bags, needles, and drips in his home. Totally not shady at all! And according to @Pimp C , Floyd used 15 bags of IV fluids because he couldn't produce a urine sample when testing agents came by. The dummy doesn't realize Floyd used the IVs before they arrived.
According to you if anyone doesn't use VADA that means they're juiced. So that means Pac was juiced against Lucas and will be for this fight as well. BTW that 15 bags stuff is bull**** you will say anything to be heard.
